Program Description : The ESI program in Fauquier County covers both the Fauquier County and the Fauquier County Water and Sanitation Authority portions of projects. The program provides a plan quality control review to save the time of the regulatory reviewers and speed the process of plan approval.

. Both Fauquier County and the Fauquier County Water and Sanitation Authority require an acceptable transmittal from the Minimum Submission Review (MSR) prior to submission to either organization for technical review.
*** IMPORTANT: The program is supported by a “pay as you go” approach that requires an application and deposit to cover the cost of review. *** A PLAN THAT DOES NOT HAVE A CHECK AND/OR APPLICATION WILL BE RETURNED WITHOUT REVIEW! THE NAME OF THE BANK AND THE AMOUNT OF THE CHECK MUST BE FILLED IN ON THE APPLICATION FORM! In all cases, both parts of the plan to the two agencies, must be submitted together for the MSR.

FAUQUIER COUNTY TO OUTSOURCE ENGINEERING TECHNICAL REVIEW

Effective July 1, 2009, Upon BoCS approval, Fauquier County will begin a new program for outsourced engineering technical review (ETR) of preliminary plats, major site plans, construction plans, infrastructure plans and floodplain studies. The County will contract with the Engineers and Surveyors Institute (ESI) to undertake this new program. It will be conducted under the “Pay As You Go” (PAYG) system, in an effort to minimize costs for both Fauquier County and the applicant. The PAYG system involves the submission of an upfront deposit for the cost of review services that are billed by ESI to the applicant at an hourly rate. While all new plans will begin the ESI engineering technical review process in July, plans that are already in the County system for review will not be affected by the PAYG program. A Letter to Industry issued by the County explaining the process in more detail is attached . Additional details will be posted here as they are issued by ESI and the County.

There are two options for submitting plans for ESI MSR review. The intent of this change is to provide some flexibility for plan submission and review in light of higher fuel costs and decreases in staffing levels. Fast Track: Plan Packages for MSR review may be submitted directly to the ESI main office in Chantilly at 4455 Brookfield Corporate Drive, Suite 107, Chantilly, Virginia 20151. Normal Track: Submit to the Fauquier County Community Development Office at 29 Ashby Street, Suite 310. Plans submitted to the County by Friday , 11:00 AM will be shipped by C.O.B. Site Plans Jan 08 Please Note Regarding Centerline Data: The county's position, based on the discussion and feedback received from multiple sources in the private and public sectors, is that computed centerline data is required in Fauquier County. See the ESI Fauquier County Minimum Submissions Requirements Site Plan Checklist, lines #29 and #30. Setbacks are measured from the road centerlines, property lines are established from centerlines, and dedication is made from centerlines, etc.
